Providing no-cost, high quality HIV prevention services. The main purpose of this service is to ensure that the individual's sexual partner and children, where appropriate, are tested and to assist couples to deal constructively with the results, whether both partners are positive or the partners are discordant in terms of HIV status.

Providing educational activities relating to HIV/AIDS as well as the provision of health care to the public which serve to maintain, develop, or increase the knowledge, skills, and professional performance and relationships that doctors, nurses and other medical personal use to provide services for patients, the public, or the profession.
